CHAPTER I

GENERAL PROVISIONS

Art. 1. "Victor Babes" University of Medicine and Pharmacy of Timisoara (UMFVBT) is accredited by the Ministry of Education and Research in accordance with the provisions of the National Education Law no. 1/2011, GD no. 681/2011, updated regarding the Code of Doctoral Studies, with subsequent amendments and completions as well as the Charter of the "Victor Babes" University of Medicine and Pharmacy of Timisoara as an Doctoral University Studies Organizing Institution(I.O.S.U.D.).

UMFVBT is classified in the category pertainig to educational and scientific research univeristies.

Art. 2. The organization and conduct of the admission contest for doctoral studies programs at the

"Victor Babes" University of Medicine and Pharmacy in Timisoara is based on the provisions of the Government Decision nr. 689/1994 updated regarding the granting of scholarships, doctoral and specialization university studiesas well as other forms of support for young people of romanian ethnic origin or for Romanian citizens residing abroad, with subsequent amendments; Order of the Ministry of National Education nr. 3473/2017 on the approval of the Methodology for the admission to studies and schooling of foreign citizens starting with the 2017-2018 school / university year, with subsequent amendments, Government Decision no. 681/2011 on the approval of the Code of Doctoral Studies, with subsequent amendments, Order no. 6.102 of 15.12.2016 of the Ministry of National Education and Scientific Research for the approval of the Framework of the Methodology on the organization of admission to the bachelor's, master's and doctoral study cycles, with subsequent amendments and completions and Order no. 3199 of January 28, 2021 of the Ministry of Education and Research for amending and supplementing the Framework of the Methodology on the organization of admission to bachelor, master and doctoral study cycles, approved by the Order of the Minister of National Education and Scientific Research no. 6.102/2016. Government Decision No. 707/2012 on the nomenclature of fields and specializations, university study programs, as well as the Institutional Regulation for the organization and functioning of doctoral studies at the "Victor Babes" University of Medicine and Pharmacy in Timisoara, annex to HS no. 6/6022/27.05.2020.

Art. 3. "Victor Babes" University of Medicine and Pharmacy of Timisoara has the right to organize a contest for admission to doctoral studies in the fundamental field of Biological and Biomedical Sciences, with the following subdomains: Medicine, Dental Medicine and Pharmacy, respecting the university autonomy according to the UMFVBT Charter. The PhD represents the higher cycle of university studies whose finality consists in the development of knowledge through advanced scientific research. The PhD is a distinct cycle of university studies that has two components: a training program based on advanced university studies and a scientific research program.

CHAPTER II

ORGANISATIONAL FRAMEWORK

Art. 5.

(1) UMFVBT, like IOSUD, organizes a contest for admission to doctoral studies for the academic year 2022/2023.

(2) The doctoral school of UMFVBT ensures the transparency of the selection and admission procedures for doctorate studies, of the evaluation criteria and of the standards required of the candidates, where appropriate, as well as the guarantee of access to this information, including through Internet publication.

CHAPTER III

ORGANIZATION OF THE ADMISSION CONTEST FOR DOCTORAL STUDIES

Art. 6.

(1) The procedure for admission to doctoral studies is the process of selecting candidates for each vacant PhD student position that the doctoral supervisors within the doctoral school decide to propose for occupation at a certain time.

(2) The selection of the doctoral candidate for a vacant position shall be made by the doctoral supervisor who supervises the respective position.

(3) Following the proposal of the doctoral supervisor, a PhD student may be enrolled only after obtaining the favorable decision of the Council of the Doctoral School.

(4) The content and form of the admission contest shall be established by the doctoral supervisor.

(5) In UMFVBT, doctoral studies are carried out in the form of full-time education (IF) and/or part- time education (IFR).

(6) Admission to doctoral studies shall be held in the Romanian language.

(7) During a possible state of alert, necessity or emergency, admission exams may be carried out online.

Art. 7. Doctoral degree programs are financed from public funds, extra-budgetary incomes and other sources.

Art. 8. The PhD studies organized by UMFVBT are of scientific type.

Art. 9.

(1) Graduates of master's degree studies as well as graduates with a bachelor's degree or equivalent, issued until the year of graduation of the first bachelor's degree organized in accordance with the provisions of Law no. 288/2004 on the organization of university studies, with subsequent amendments

and completions (long-term education) have the right to participate in the admission contest for doctoral studies.

(2) Intern doctors have the right to enroll during the residency in a doctoral program and to have simultaneously the status of research assistant or university assistant for a fixed period, being remunerated for both activities, according to the provisions of the law. The title of research assistant or assistant professor is obtained through competition according to the current legislation.

(3) According to the provisions of the Law on National Education no. 1/2011, the bachelor's degree of the graduates of the long-term higher education from the period prior to the application of the three Bologna cycles is equivalent to a master's specialty degree. Consequently, those who detain long-term higher education diplomas have the right to enroll in doctoral studies without the oligativity to go through the second cycle of master's degree studies.

Art. 10.

(1) Citizens of the Member States of the European Union, of the states belonging to the European Economic Area and of the Swiss Confederation may take part in the admission contest, under the same conditions provided by law for Romanian citizens, including in terms of tuition fees. The recognition of the studies carried out by them outside Romania will be carried out by a specialized Committee within the Ministry of Education and Research before the candidates' registration for the admission contest, each candidate having the obligation to present, at the registration for the competition, the Certificate Regarding Study recognition.

(2) Citizens who are not part of the European Union, the European Economic Area, or the Swiss Confederation (extra-Community), that are graduates of master's degree or graduates with a bachelor's degree or equivalent of long-term university studies (4, 5, 6 years) may also apply for admission to doctoral studies. The recognition of the studies carried out by them outside Romania will be done by the Specialized Committee within the Ministry of Education and Research.

(3) The recognition of study documents carried out in states other than Romania, including those of citizens of states belonging to the European Union, the European Economic Area, the Swiss Confederation shall be the competence of the specialized committee within the Ministry of Education and Research.

(4) Upon admission to doctoral studies in Romanian, citizens of the European Union and third countries have the obligation to prove the knowledge of the Romanian language using the Certificate of Linguistic Competence for the Romanian Language , issued by the competent MEC institutions.

By way exception, for students who have studied in an international language or in a language of national minorities, the certification of language skills of oral communication in the Romanian language is made using the baccalaureate diploma.

(5) Persons with disabilities may participate in the same extent to the admission contest under the same conditions as provided by law, providing, if necessary, additional support adapted to the needs of adults with disabilities.

(6) The registration of successful candidates after the contest shall be made by decision of the UMFVBT Rector.

(7) A candidate may be admitted and enrolled as a PhD student for two study programs at most, regardless of the cycle of studies and the educational institutions that offer them.

(8) Candidates, who have a PhD degree, may partake to a second doctoral degree program financed from other sources or without fee, if the admission requirements are met, as follows:

a. if the first programme has been financed through public funding, the second programme will be from other sources;

b. if the first programme has been financed from from other sources, the second programme may benefit from funding from public funds or from other sources.

(9) The candidate declared admitted to several university study programs shall opt for the study program that will be financed from the state budget, by submitting a written application. The number of vacancies for the doctoral field of Medicine, Dental Medicine and Pharmacy for the academic year 2022/2023, financed from the state budget, are distributed to the "Victor Babes" University of Medicine and Pharmacy in Timisoara by the Ministry of Education and Research for Romanian citizens and citizens of the Member States of the European Union, of the states belonging to the European Economic Area and of the Swiss Confederation.

According to the Senate Decision no. 11/17694/28.11.2018 the number of doctoral students who can be simultaneously coordinated by the same doctoral supervisor can not be greater than 8. The vacancies financed through taxes are distributed among the doctoral supervisors according to the score obtained after evaluating their scientific performance according to the specific crtiterion (ANNEX 11)

Art. 11. The organization and conduct of the admission contest is the responsability of theUMFVBT Doctoral School, which is responsible for the correct application of this methodology. The organization of the admission examination also includescollecting the minutes from the doctoral supervisors.

Art. 12. The Doctoral Studies Admission Committee consists of:

 A president (PhD Leader)

 3 members who can be part of the PhD. Leader’s Research Team. They may be teachers affiliated to the doctoral school or teaching and research staff not affiliated to it

Art. 13. A. The admission contest for doctoral studies is organized in a unitary manner consisting of 2 tests, namely the interview test and the evaluation of the grant proposal and includes:

a. an examination of linguistic competence in one of the languages of international circulation (English, French, German), (Annex4 – Certificate of Linguistic Competence). For candidates who have obtained in the last two calendar years a certificate of linguistic competence with international recognition, the examination of linguistic competence shall be equivalated.

b. Oral test (interview): The Committee shall carry out the selection of candidates in accordance with the procedure in (Annexc. Evaluation of the doctoral grant. For the remaining unoccupied places, a new admission contest can be organized.

d. For the positions left unoccupied, a new contest will be organized.

Article 14. B. The registration for the admission contest is performed individually, based on the identity card / passport and the other documents provided for in this methodology. As a exception, during a possible state of alert, necessity or emergency, online registration can be performed by candidates uploading the documents, together with the assumption of responsibility regarding the authenticity and the correspondence between the digital / scanned documents and the original ones.

ANNEX registration documents.

Art. 14. The registration for the admission contest can be done, on behalf of the candidate, also by another person based on a notarized power of attorney. The application is endorsed and compulsorily signed by the PhD Leader.

Art. 15. The future student’s personal identification data will also be requested online, as according to the his/her identity card / passport.

Art. 16. The UMFVBT Doctoral School publishes on the Internet the information regarding the conduct of the admission contest at the following address www.umft.ro.

CHAPTER IV

CONDUCTING THE ADMISSION CONTEST FOR DOCTORAL STUDIES

Art. 17. The schedule of the admission contest for doctoral studies is presented in Annex 6.

Art. 18. The contest topics and the bibliography for the linguistic competence test are presented in Annex 4.

Art. 19. The registration for the admission contest is based on the identity document in compliance with the following conditions:

(1) Between September 12-16, 2022, candidates will fill in the online registration form for the competition, without exceeding the deadline set for registration.

a. The candidates will submit a file, on which the identification data, name and surname, email address, telephone, personal identity number, the name of PhD leader, the year of enrollment, study domain (Medicine, Dental Medicine or Pharmacy) will be clearly written.

The following documents shall be attached to the file:,

b. standard application – which will be registered with the UMFVBT registry(Annex 7), c. personal registration form automatically generated after filling in online(www.umft.ro) d. two copies of the birth certificate, certifying conformity with the original

e. two copies of the baccalaureate diploma, certifying compliance with the original

f. two copies of the graduation diploma of the faculty, with the certification of conformity with the original*

g. two copies of the diploma supplement/transcript, certifying compliance with the original h. two copies of the master's degree, with certification of conformity with the original, if applicable

i. two copies of the marriage certificate or other document of change of name, certifying conformity with the original, if applicable

j. copy of the identity card

k. certificate of linguistic competence

l. affidavit by which the candidate undertakes that he will not benefit simultaneously from public funding for two university study programs, regardless of their level, that he will not simultaneously follow more than two doctoral study programs, regardless of their level and form of funding(Annex 8 – Declaration on own responsibility);

m. agreement on the processing of personal data(Annex 9)

n. curriculum vitae with: personal data, professional and scientific data, o. list of works(Annex 2 - Structure of the list of works);

p. certificate proving that one of the parents belongs to the category of "Active of retired teaching and auxiliary teaching staff " in order to gain exemption from the payment of the admission contest registration fees, according to art. 57 paragraph (3) of mencs order 6102 of December 15, 2016, q. four identity card format photographs, (h3/l 2.5 cm)

r. the registration fee receipt.

(2) * The 2021-2022 graduates can register using a graduation certificate, and within one year they will bring two copies of the graduation diploma of the faculty, with the certification of compliance with the original for filling in the file.

(3) Incomplete applications are not accepted for registration.

(4) The certification of conformity of the copies with the original is carried out upon registration by the UMFVBT Doctoral School Secretaries.

Art. 20.

(1) The registration of the candidates regarding the admission contest shall be made at the Doctoral School Secretary Office.

(2) When registering, the candidates shall opt for the preferred PhD Leader and for the form of financing.

(3) The candidate shall receive the standard forms(Annexes 7, 8, 9, 10). After checking the correctness of the data, the forms are signed by the candidate. They remain on the record.

Art. 21. Candidates are required to fill in the forms themselves.

Art. 22. Once registered, the form of funding can no longer be changed.

Art. 23. Only candidates who have passed the language proficiency examination and/or those who have recognized certificates or studies in foreign languages according to this methodology may be present for the oral/interview.

Art. 24. Following the oral test, a grade is obtained. The minimum average that a candidate must obtain in order to be admitted is 7.00. The average is calculated to two decimal places without rounding. It will be transmitted to the Doctoral School Secretary office in the form of the minutes signed by the members of the commission and the president.

Art. 25. No appeals are allowed for the oral test.

Art. 26. Candidates who access doctoral studies without fee, submit the written research project, together with the PhD leader`s opinion, and the grades awarded by the commission that evaluates the

candidate and his project, vacancies being allotted in descending order of the score obtained, according to the Methodology for evaluating the projects for obtaining the doctoral grant. The file with the doctoral grant is registered at the UMFVBT registry, and is submitted to the Doctoral School Secretary Office and it is endorsed by the doctoral supervisor. The projects for obtaining doctoral grants will be evaluated by the Committee for the doctoral admission contest, having the possibility to call upon expert evaluators from UMFVBT.

Art. 27. Doctoral grants will be awarded according to project`s score ranking. Any appeals are registered at the UMFVBT Registry and are submitted within 24 hours from the publication of the results, to the Doctoral School Secretary Office. The appeals will be analyzed by the DIRECTOR of the CSUD and a Commission proposed by him and will solved within two working days.

Art. 28. The candidates admitted on budgeted or fee-based vacancies have the obligation to confirm the place obtained within 2 working days from the display of the final results.

Art. 29. The validation of the admission results to doctoral studies is performed by the Doctoral School Council (CSD) and the Council for Doctoral Studies (CSUD).

Art. 30. The results obtained at the admission contest are displayed in stages, generating two types of lists:

- provisional lists with the hierarchy of candidates, generated after admission

- final lists with the hierarchy of candidates, generated after the settlement of appeals that include the final and incontestable results

Art. 31. The results of the admission contest are made public by displaying on the notice board and on the website www.umft.ro

Art. 32. Based on the minutes of the oral test of the entrance examination for doctoral studies, as well as the score obtained at the project contest for obtaining the doctoral grant, the Rector of the "Victor Babes" University of Medicine and Pharmacy in Timisoara issues the decision to register the Doctoral students.

Art. 33. After the approval of the registration, the PhD students are enrolled in the Single Matriculation Register (RMU) with a unique matriculation number valid for the entire schooling period at the study program to which they were admitted.

CHAPTER V

PROVISIONS REGARDING THE REGISTRATION FEE FOR THE ADMISSION CONTEST FOR DOCTORAL STUDIES AND AT

TUITION FEES

Art. 34. For the academic year 2022/2023, the provisions regarding the registration fee for the doctoral admission contest and the tuition fees will be specified later in Annex 1.

CHAPTER VI

DOCTORAL STUDIES ADMISSION AND ENROLMENT INFORMATION REGARDING CITIZENS OF THE STATES BELONGING TO THE

EUROPEAN UNION, THE EUROPEAN ECONOMIC AREA (EEA), AND THE SWISS CONFEDERATION (CH)

Art. 35. Citizens of the European Union, the European Economic Area (Norway, Iceland, Liechtenstein) and the Swiss Confederation may participate in the admission contest organized between September 13-22, 2022, under the same conditions provided by law for Romanian citizens, including in terms of tuition fees, under the following conditions:

a. The citizens of the European Union, of the European Economic Area and of the Swiss Confederation who detain a long-term diploma obtained in Romania will comply with the Admission Methodology.

b. The citizens of the European Union, of the European Economic Area and of the Swiss Confederation whoare the holders of a long-term super education diploma obtained in a country other than Romania must present at the registration contest for the admission contest the certificate of recognition of studies, issued by the specialized directorate within the Ministry of Education and Research.

c. Upon admission to all doctoral study cycles, the citizens of the European Union are required to present a certificate of linguistic competence for the Romanian language issued by institutions authorized by the Ministry of Education and Research.

Art. 36. For CNRED study recognition, the file must contain:

- Copy of the personal identification documents:

passport / identity card

proof of name change (if applicable), copy (Romanian language/ English/ French/ Spanish/

Italian) and certified translation (for other languages)

- application for the equivalence of the baccalaureate / license diploma (CNRED does not require a copy of the baccalaureate diploma for enrollment in doctorate)

- Study documents for equivalence/recognition:

copy, if the study document is issued in Romanian, English, French, Spanish, Italian

copy and certified translation (in original) in Romanian for documents issued in other foreign languages

- Diploma supplement / Transcript of matriculation or any other study document showing the school course - if the recognition of the specialization is requested or the field of study is not mentioned on the diploma:

copy, if the study document is issued in Romanian, English, French, Spanish, Italian

copy and certified translation (in original) in the language of the Romanian for the documents issued in other foreign languages

- copy and certified translation of the bachelor's certificate for graduates of the current year - file evaluation fee – 100 lei

Art. 37. Documents for pre-registration a) Personal data form

b) Application for the equivalence of the bachelor's or master's degree, equated by CNRED (2 copies);

c) 2 notary copies and a simple copy (xerox or scanned) in the official language of the country where the diploma was issued and 2 notarized translations into the Romanian language of the baccalaureate diploma / equivalent diploma and of the transcript from the baccalaureate (the diplomas issued in the countries that are party to the Hague Convention must be authenticated with the Hague Apostille – see below the provisions on the Hague Apostille);

d) 2 notary copies and a simple copy (xerox or scanned) in the official language of the country where the certificate of graduation of the baccalaureate exam / equivalent examination was issued and 2 legalized translations in the Romanian language of the certificate of graduation of the baccalaureate exam / equivalent examination – for the graduates of the current year (the documents issued in the countries that are party to the Hague Convention must be authenticated with the Hague Apostille – see below the provisions on the Hague Apostille);

e) 2 notary copies and a simple copy (xerox or scanned) in the official language of the country where the transcripts were issued and 2 notarized translations in the Romanian language of the transcripts from all high school years (even if the grades of the last two years of high school are also included in the baccalaureate diploma) (study documents issued in the countries that are party to the Hague Convention must be authenticated with the Hague Apostille – see below the provisions on the Hague Apostille);

f) 2 notary copies and 2 legalized translations in the Romanian language of the graduation diploma of the faculty (for candidates who want to enroll in post-graduate or doctoral studies);

g) 2 notary copies and a simple copy (xerox or scanned) and 2 notarized translations in the Romanian language after the birth certificate or equivalent;

h) 2 notary copies and 2 notarized translations in the language of the Romanian after the marriage certificate (where applicable);

i) 2 copies of the identity card or passport;

j) 6 photos (passport format);

k) Medical certificate in original and a legalized copy. If the medical certificate has been issued in a language other than Romanian, English or French, a certified translation into any of the three languages is also required. The medical certificate must reflect that:

- the candidate was vaccinated for hepatitis B

- the candidate suffers/does not suffer from chronic diseases

- the candidate is mentally and physically fit to pursue higher education in the field of medical sciences

- the candidate does not suffer from contagious diseases or other conditions incompatible with the future profession.

l) Certified copy and simple copy (photocopy or scanned) of the certificate of international linguistic competence

m) Notary statement from Romanian citizens who want to enroll in a study program with the payment of the fee in foreign currency showing that they want to pursue studies in financial regime with the payment of the fee in foreign currency;

n) 2 cardboard folders;

o) For citizens of Italy, the pre-registration file will necessarily contain an official document showing the full name of the parents (certified copy and translation into Romanian).

p) Proof of payment of the file processing fee (receipt, invoice) of 200 Euro (non-returnable), paid by bank transfer to the following account:

Art. 39. The certificate of recognition of studies, issued by the specialized directorate of the MeC, in the case of citizens of the Member States of the European Union, of the states belonging to the European Economic Area and of the Swiss Confederation is mandatory for all candidates who have not obtained a master's degree or equivalent in Romania.

Art. 40. Information on the registration of these citizens for admission is obtained from the Secretary Office

Vice-Rector for International Relations.

CHAPTER VII

DOCTORAL STUDIES ADMISSION AND ENROLMENT INFORMATION FOR THIRD-COUNTRY NATIONALS

Art. 41. Foreign citizens can enroll in the doctoral studies program if:

- they have documents certifying the nationality of the respective state - they are graduates with a long-term higher education diploma

Art. 42. Foreign citizens can be enrolled in university studies in Romanian language after completing the preparatory year, during which they acquire the necessary knowledge of the Romanian language at B1 level , according to the common European framework of reference for foreign languages.

Art. 43. The duration of the preparatory year for doctoral studies is at least 6 months.

Art. 44. The application file shall contain the following:

a) birth certificate – copy and certified translation;

b) copy of the document certifying the permanent residence abroad;

c) passport copy;

d) the application for the issuance of the Letter of acceptance to studies completed in all the fields;

e) certified copy and translation of the baccalaureate diploma or its equivalent, authenticated by the competent authorities of the issuing country;

f) copy and certified translation of the bachelor's degree or its equivalent, authenticated by the competent authorities of the issuing country;

g) copy and certified translation of the master's degree or its equivalent, authenticated by the competent authorities of the issuing country;

h) copy and certified translation of the certificate attesting the passing of the bachelor's examination for graduates of the current year;

i) transcripts – copies and legalized translations, related to the studies performed;

j) The certificate of graduation of the preparatory year of Romanian language or the Certificate of linguistic competence;

k) the medical certificate (in a language of international circulation) attesting that the person who is going to enroll in the studies does not suffer from contagious diseases, or other conditions incompatible with the future profession.

Art. 46. Criteria for the selection of third-country nationals

(1) Oral test (interview): The Commission shall select the candidates according to the procedure in Annex 5 - Examination procedure, oral test /interview. The evaluation is carried out by the president (PhD Leader) and the members of the commission. The committee's decision cannot be appealed.

Art. 52. General provisions

(1) In accordance with the provisions of the National Education Law no. 1/2011, with subsequent amendments and completions as well as the Methodology for the tuition of Romanians everywhere in the Romanian state higher education, regarding vacancied without payment of tuition fees, but with scholarship, respectively, without paying tuition fees, but without scholarship, starting with the academic year 2017- 2018, approved by the Joint Order of men nr. 3900/16.05.2017 – MFA (A10/2046/26.05.2017) – MRP (no. C/129/07.06.2017) and published in the Official Gazette of Romania Part I no. 628/02.08.2017.

(2) In the Romanian state higher education , regarding study programs accredited and authorized to operate temporarily with teaching exclusively in the Romanian language, Romanians everywhere can benefit from:

a) PhD student vacancies without paying tuition fees, but with scholarship, based on the offer of places of state universities in Romania, with the priority observance of the criterion of quality and tuition capacity, according to the legal provisions in force and based on the opportunity identified by the competent institutions according to Law 299/2007 in the field of policies for Romanians everywhere and according to Government Decision no. 16/12.01.2018 in the field of Foreign Policy of Romania;

b) PhD student vacancies without paying the tuition fees, but without scholarship, based on the offer of places of the state universities in Romania, with the priority observance of the criterion of quality and of the tuition capacity, according to the legal provisions in force and based on the opportunity identified by the competent institutions according to Law 299/2007 in the field of

policies for Romanians everywhere and according to government decision no. 16/12.01.2018 in the field of Foreign Policy of Romania.

(3) The category of Romanians everywhere includes, in accordance with the provisions of Law no.

299/2007 on the support provided to Romanians everywhere, republished, with subsequent amendments and completions:

a) Persons who freely assume the Romanian cultural identity , persons of Romanian origin and those belonging to the Romanian linguistic and cultural lineage who live outside the borders of Romania, regardless of the ethnonym used (Armâni, Armânji, Aromanians, Bessarabians, Bucovinians, Cuţovlahi, Daco-Români, Fărşeroţi, Herţeni, Istro-Romanians, Danubian Latins, Macedo- Romanians, Macedo-Romanians, Maramures, Megleniţi, Megleno-Romanians, Moldoveni, Moldovlahi, rrămâni, Rumâni, Wallachians, Vlachs, Vlachs, vlasi, volohi, macedo-armânji), as well as all other lexical forms semantically related to the above,

b) Romanians emigrated, whether or not they have kept the citizenship of the Romanian, their descendants, as well as Romanian citizens with permanent residence or residence abroad.

(4) For the academic year 2022-2023, the tuition figure for doctoral studies proposed by the Senate of UMF "Victor Babes" in Timisoara in order to admit to studies Romanians everywhere in North Macedonia, Albania, Serbia and Ukraine takes into account the observance of the schooling capacity.

Schooling of Romanians everywhere at doctoral studies Art. 53. Eligibility conditions

(1) Graduates with a long-term bachelor's degree (prior to the Bologna Process), respectively graduates of master's degree in Romania, the Republicof Moldova or other EU third countries, who have promoted a master's degree program, are eligible for registration for the admission contest to university doctoral studies.

(2) In order to verify the eligibility of the diplomas, UMFVBT, through the care of the Vice-Rectorate for International Relations, will verify for the citizens of the Republic of Moldova the following website: http://www.anacip.md, and for the other states they will access the following websites:

http://www.enic-naric.net/higher-education-institution.aspx, choosing the respective country and then the recognised higher education institution, respectively http://cnred.edu.ro/imipqnet/doku.php?id=lista_universitatilor_recunoscute.

(3) If UMFVBT encounters difficulties in the process of evaluating the files, it can send the files to mec-DGRIAE, at the e-mail address: [email protected], in scanned format, the diplomas of the respective candidates.

Art. 54. The procedure for admission to doctoral studies

(1) The offer of the allocated positions is published on the UMFVBT website , after consulting the MRP and the MFA.

(2) Informing the Romanian communities, with the support of the MRP and the MFA, through the diplomatic missions of Romania, on the conditions of admission of Romanians everywhere and on the educational offer.

(3) The application file shall contain the following documents:

a) birth certificate – copy and certified translation;

b) a copy of the document certifying the normal residence abroad;

c) copy of passport, valid for at least 6 months from the date of submission of documents;

d) copy and certified translation of the baccalaureate diploma or its equivalent, authenticated by the competent authorities of the issuing country; (optional)

e) copy and certified translation of the bachelor's degree or its equivalent, certified by the competent authorities of the issuing country;

f) certified copy and translation of the master's degree or its equivalent, authenticated by the competent authorities of the issuing country, where applicable;

g) copy and certified translation of the certificate attesting the passing of the bachelor's examination for the graduates of the current year;

h) transcripts – certified copies and translations, related to the completed bachelor's studies;

i) The certificate of graduation of the preparatory year of Romanian language or the Certificate of linguistic competence, as the case may be;

j) the medical certificate (in a language of international circulation) attesting that the person who is going to enroll in the studies does not suffer from contagious diseases or other conditions incompatible with the future profession.

k) Permanent residence documents / Identity card – certified copies of legalized translations in the language of the Romanian

l) Marriage certificate, as the case may be – certified copies of legalized translations in the language of the Romanian

(4) Incomplete files submitted and blank by the submission deadline of 25.09.2020 will not be processed, being declared rejected.

(5) The files/additions to the file submitted after 25.09.2020 will no longer be processed/taken into account.

Art. 56. The selection of candidates will be made by each committee based on the selection criteria provided in its own methodology for admission to doctoral studies, as follows:

a) The level of knowledge detained by the candidate based on the consultation of the specialized bibliography, of the issues of the respective field, of the recent researches regarding the candidate's field and particular topic.

b) The research activity carried out by the candidate, the research topics addressed as reflected by scientific research papers (main author or co-author)

c) Publishing activity: scientific papers published in specialized journals indexed Web of Science, Pubmed / Medline, other international databases, nationally recognized;

d) Papers presented at international and national conferences and published in summary in journals with ISSN or ISBN;

e) The capacity of analysis, synthesis and conception, to undertake creative activities, of structuring and interpreting some results; formulating and arguing personal opinions.

Art. 57. Mrp and the MFA can issue recommendations in the case of candidates whose schooling in Romania is considered appropriate from the perspective of foreign policy and relations with Romanians everywhere.

Art. 58. Each candidate declared admitted has the obligation to confirm a single place of study, by sending the form in Annex no. 11, from this methodology – electronically at the e-mail address [email protected] or staff at the secretariat of theDoctoral School, depending on the evolution of the pandemic.

Dispoziţii final Art. 59.

(1) Romanians everywhere enrolled in studies in Romania have the following obligations:

a) to respect the Constitution of Romania and the laws in force of the Romanian State;

b) to comply with the rules of procedure of the institution in which they operate;

c) to comply with the provisions of this methodology;

d) after obtaining the study visa, to present themselves at the higher education institution to which they were admitted, in order to register;

e) to present themselves to the General Inspectorate for Immigration within the Ministry of Internal Affairs, in order to obtain the residence permit in Romania throughout the studies.

(2) In case of violation of the provisions referred to in para. (1), as well as on the proposal of higher education institutions, M.E.C. may withdraw funding for the person concerned.

Art. 60. The beneficiaries of the PhD vacancies benefiting from SCHOLARSHIP WITHOUT THE PAYMENT OF THE TUITION FEES, respectively PhD vacancies WITHOUT PAYING THE TUITION FEES, BUT WITHOUT THE SCHOLARSHIP, are provided with the following facilities:

a) financing the tuition expenses for the preparatory year of Romanian language and monthly scholarship, where necessary;

b) financing the tuition expenses throughout the university cycle to which the monthly scholarship was admitted, where necessary;

c) financing the accommodation expenses in the student dormitories, through the MEC budget, within the limit of the allocated subsidy;

d) free medical assistance in case of medical-surgical emergencies and diseases with endemo- epidemic potential, in accordance with the national legislation in force;

e) transport under the same conditions as for Romanian students, according to the legal provisions;

f) other type of scholarships, in accordance with the legislation in force.

Art. 61.

(1) The beneficiaries of the study places offered by the Romanian State are encouraged to get involved in social and civic activities with the objective of preserving, affirming and developing the ethnic, linguistic and cultural identity of Romanians everywhere, according to the description given by Law 299/2007. Thus, they:

a) will be encouraged to participate in the student associations of Romanians everywhere studying in Romania;

b) will be encouraged to get involved in the organization of actions and/or programs dedicated to Romanians everywhere by the MRP, the Romanian Cultural Institute, the MfA and other institutions in Romania or in the countries of origin;

c) will be encouraged to participate in any other action described by Law 299/2007 carried out by any entity provided for by this law.

(2) Higher education institutions may support and stimulate the participation of scholarship holders in activities aimed at preserving, affirming and developing the ethnic, linguistic, cultural and religious identity of Romanians everywhere, in accordance with Law 299/2007.

Art. 62. Annexes no. Articles 1 and 2 shall form an integral part of this methodology.

Art. 63. This regulation is the only official material regarding the organization and conduct of the contest for the admission of Romanians everywhere at the "Victor Babes" University of Medicine and Pharmacy in Timisoara, at the cycle of doctoral studies, and is completed with the provisions of the normative acts that appeared later.

Art. 64. References published in various publications or those communicated in another way cannot replace the official ones and in consistency, they do not engage with anything UMF "Victor Babeș"

from Timisoara.

Art. 65. The Board of Directors of the university has the right and obligation to make this Methodology compatible with orders of the Ministry of Education and Research issued until the date of the admission contest.

Art. 66. For complete information on the enrolment of Romanians everywhere for university studies, candidates can access the website of the Ministry of Education and Research – Romanian Directorate Abroad.

CHAPTER IX

FINAL AVAILABILITY

Art. 67. The registration for the admission contest confirms the candidate`s acceptance of the current methodology.

Art. 68. Until the registration in the first year of doctorate, candidates cannot be issued certificates certifying the quality of PhD student, because until then they do not have institutional relations with theUniversity of Medicine and Pharmacy"Victor Babes" in Timisoara.

Art. 69. The documents of the rejected candidates or of those who give up the place obtained through the competition shall be returned unconditionally, within 48 hours from the submission of the application, in the work schedule with the public, without charging any fees.

Art. 70. This methodology is available for the academic year 2022-2023.

Art. 71. At the date of enforcement of the current Methodology regarding the organization and conduct of the admission contest for doctoral studies, other internal documents regarding its organization and conduct are repealed.

TUITION FEES

The registration fee is 150 lei.

The fee for confirming the place obtained by the candidates admitted on the budgeted vacancies or with fee, under the sanction of losing the place obtained in case of failure to comply with this obligation is 150 lei.

For admitted doctoral students, Romanian citizens and citizens of the European Union, the tuition fee for doctoral studies is in the amount of 8500 lei / year.

For admitted doctoral students, citizens of third countries, outside the European Union, the European Economic Area and the Swiss Confederation, the tuition fees are set at the level of 6000 Euro / year for the Field of Medicine, Dental Medicine and Pharmacy.

For the extension periods requested by the Doctoral students and approved by the University Senate, the tuition fee is in the amount of 8500 lei / year with the possibility of payment in two equal installments for the Field of Medicine, Dental Medicine and Pharmacy.

For the re-enrolment to the doctorate preceded by the non-completion of the previous doctorate (non-fulfillment of the contractual obligations), the tuition fee is in the amount of 8500 lei with the possibility of payment in two equal installments for the Field of Medicine, Dental Medicine and Pharmacy

Annex 4 CERTIFICATE OFLINGUISTIC COMPETENCE(CCL)

The foreign language test is held at the Discipline of Modern Languages and Romanian Language within the "Victor Babes" University of Medicine and Pharmacy; Medicine I, et.3, cab. 323.

The test consists of checking the ability to listen, read, participate in conversation, give a speech and elaborate in writing a document in one of the following languages: English, French, German.

In order to obtain the CCL, the candidate must achieve a minimum of 7 points, out of 10 possible, awarded to each test, for an evaluation level equivalent to level B2,according to the CEFR (Common European Framework of Reference for Languages).

Level B2 involves:

o Listening: the candidate understands conferences and quite long speeches, news, information, documentaries, films in standard language.

o Reading: the candidate reads articles and reports on professional/contemporary topics.

"Victor Babeș" University of Medicine and Pharmacy of Timisoara, based in Timisoara, Pța Eftimie Murgu, nr. 2, 'UMFVBT', as an entity which organises and conducts a competition for admission to doctoral studies programmes, collects and processes personal data relating to the candidates participating in that activity. All personal data will be treated strictly in accordance with the terms of GDPR* and the UMFVBT Policy for teaching, auxiliary and non-teaching staff who, as an employee of UMFVBT, process personal data. This means that confidentiality will be respected and that appropriate security measures will be taken to prevent unauthorized disclosure. The information in this section refers to how personal information is processed and what information is processed.

Purpose and legal basis of the processing of the candidate's personal data

UMFVBT asks to process the personal data of the candidates participating in the admission contest for doctoral studies programs in order to go through the necessary steps to occupy a place in one of the study programs for which it has opted. Data processing allows the management of the process of conducting the admission contest.

Such information is processed to fulfill the legal obligations of UMFVBT, according to the METHODOLOGY ON THE ORGANIZATION AND CONDUCT OF THE ADMISSION CONTEST FOR DOCTORAL STUDIES and according to the provisions of the National Education Law no.

1/2011, the consolidated form, and the legal regulations in force.

Source of data

The personal data that UMFVBT holds about the candidates participating in the admission contest for doctoral studies programs can be obtained from a number of sources, including the following:

- Information provided by the participating candidates, including CVs, diplomas and other forms.

- Publicly accessible sources such as social media.

Personal data that is being processed about candidates

The information necessary for the admission contest to doctoral study programs will consist largely of the information provided by the participating candidates, such as name, surname, personal identification number, contact details, education and training, qualifications.

Duration of processing of the candidate's data

The data of the candidate participating in the admission contest for doctoral studies programs are processed during the organization and conduct of the admission contest for doctoral studies programs and is extended including for the processing of all personal data necessary for the conclusion of the study contract, as well as for the management of schooling throughout the period of studies if the admission contest ends with the occupation of a place, as well as subsequently, in order to comply with the applicable legal obligations (such as the archiving obligation).

Sharing of personal data

When transmitting data to entities outside the European Union / European Economic Area, they are asked for the security guarantees imposed by the GDPR. There may also be situations in which the law obliges the issuance of certain reports or the allowing of access to the data to the supervisory, tax or judicial authorities.
