Politehnica of the new century

If worldwide 2020 was a year of crossroads, which made us rethink the future, it was one of the great- est achievements for Politehnica University Timișoara. We started it with the celebration of the Year of Politehnica in Timișoara, declared as such by the Local Council to mark the role played by the first higher education institution in the west of the country in the development of the city. We also set off with a new management team and finished with the anniversary of the Centenary of our University.

Even if, in this context, it is not easy for us, I am confident that our ambitions regarding the evolution of

Politehnica remain unchanged. We strive to consolidate this academic edifice that was the basis of the

modern construction of Timișoara, redefine the university community’s involvement in the life of the

Citadel, and resume its guiding role for so many generations of students; by opening their horizon to the

challenges of the future.

We want to generate even more skills in the field of technology, be fully involved in developing the entrepreneurial spirit of our students and influence greatly regional economic growth. We set to become a real hub to connect the expansion of companies in the region with university research and the career plans of those who choose to at- tend our university courses. To fulfil this ambitious goal, we continue to rely on the partnership with the socio-economic environment, es- tablished by the University Steering Committee, by involving it in the development of research and university curriculum. It remains part of our goal to transform the university processes with the help of entre- preneurs, private influencers, university graduates, or collaborators in research and development projects in which Politehnica is involved.

We are on a path where the dynamics of change are completely differ- ent, creativity and innovation in education and technology occupy a central place, the multidisciplinary approach becomes, thus, an obli- gation of any institution that wants to produce education at a substan- tial level. We have the advantage that engineering is the basis of most professions. We are not talking about the future, but about the fact that this reality is already present and confirmed. We have an excellent position, which in time will establish the university as a foundation for the development of collaborative spaces, in which technologies are the basis of scientific research not only in the case of exact sciences. In this context, in addition to the partnership already established with the leading technical universities in Romania within ARUT (Romanian Alliance of Technical Universities), we aim to bring the academic space in the region closer, through a tight collaboration primarily with other universities in Timișoara. This collaboration will grow out of the good relations between teachers, groups, or even faculties and will rely on an institutional framework that facilitates the development of criti- cal socio-economic projects or generates joint plans at national level.

We want to make profound changes in the university administration, by importing models from the private area, focusing on the digitalization of all the administrative processes of the university and exchanging infor- mation based on modern data structures or software applications with cloud storage. By this, we aim to ensure decision-making decentralization at certain organizational levels of the university and increase transparency in the development of financial policies. We are concerned with improving communication between the university’s various administrative structures and promoting open relations that encourage rapid problem resolution.

We embark on this journey with a management team dedicated to the mentioned objectives. The group consists of colleagues promot- ing what the spirit of Politehnica means, wholly committed to achiev- ing these goals, being representatives of all members of the university community. I believe that our success is not related to single persons and their ambitions, but to a Team that can build an ensemble and develop policies with a significant positive impact on the develop- ment of the university in the new Centenary opening before us, in tune with the history of the first century of our university’s existence.

The year 2021 is a new anniversary year for our university. This time, we will celebrate sports, one of the activities that defined the image of Politehnica Timișoara. Sports have been an essential component of the training of university students since its inception. The institution is still the only one in the country where the discipline is mandatory, consider- ing that it is an integral part of the educational process and must remain a defining activity of UPT. In fact, in his memoirs, rector Victor Vâlcovici said,

“Team spirit and friendship, which are created through sports, go hand in hand with soul training and physical strengthening.” For the sport at Politehnica Timișoara, 2021 is a landmark year, marking 100 years since the establishment, on December 4, 1921, of the Politehnica Timișoara Sports Society, which has become a symbol of the city over the years.

Recently, our sports club has re-entered the Politehnica fami- ly, which enabled us to celebrate the Centenary properly. We want to develop new individual and team sports, consolidate Politehni- ca’s brand also in this field and rebuild now, at the beginning of the new century, the magical moments of Politehnica in sports, as well.

We are ready for the challenges ahead.

Beyond all shortcomings, I am convinced that we will become a community with strong ties. We can look back with pride at all that our forefathers have accomplished. We should pay homage to them, strive to rise to the demands of today’s world, and carry on the tradition and fame of our School, contributing, thus, to the Politehnica of the new century .

E³UDRES² promotes the development of small and medium-sized cities and their rural environments into smart and sustainable regions and shapes a prosperous future with the best possible quality of life for a self-determined people in a progressive European society. Politehnica University Timișoara has several honorary members that add to its institutional prestige. Our institution can award three

types of high academic distinctions to people who have brought their contribution to the development of UPT: Professor Emeritus,

Honorary Professor, and, the highest of them all, Doctor Honoris Causa.

High Academic Distinctions

Over the past few years, UPT has awarded more than 50 Professor Emeritus distinctions to the retired professors who devoted their entire careers to sharing their knowledge and academic passion with students, having a pivotal role in their professional paths on the way to becoming the most remarkable engineers, capable of progress and innovation.

The Honorary Professor distinction has been awarded to 65 professors and/or researchers, both from Romania and from abroad. The openness of UPT is reflected by the high share of foreign professors and researchers that have been awarded this title;

42 of the 51 nominees are foreigners, representing universities from all over Europe and the USA. Most of them come from Germany (17), France (7), the USA (5), but the list includes also universities from Italy, United Kingdom, the Netherlands, Portugal, Slovakia, Austria, Hungary, etc.

As far as the Doctor Honoris Causa is concerned, this is the highest distinction that can be awarded by an university, and we are proud to say that since 1994, UPT has awarded 55 DHC distinctions to remarkable people both from Romania and from abroad. 18 Romanians and 28 personalities with worldwide recognition have become DHC of UPT, strengthening the bound between our institution and universities and research centres from Germany, France, Hungary, Italy, Japan, Belgium and many others.

Most of the research activity carried out by our institution is done within the 26 research centres hosted by the university. Politehnica’s reputation as an institution of advanced research is emphasized by the diversity of the research fields in which these research centres operate.

Department for

International Relations

Specific activities of the department include:

• Managing the framework agreements with universities, institutes and companies from abroad;

• Monitoring European projects in education, training and culture (Culture, Youth in Action, CEEPUS, etc);

• Stimulating and monitoring the university participation in international academic networks;

• Coordinating students and staff mobility, informing the academic community regarding outgoing mobility opportunities;

• Advising and monitoring outgoing students and staff;

• Offering support and monitoring incoming students and staff;

• Monitoring and counselling foreign students applying for full-degree programs, providing information for foreign candidates interested to study or teach in the university;

• Disseminating various types of scholarships for studies or traineeships abroad and administrative support for the candidates who wish to apply for these offers;

• Preparing the necessary mobility documents for all the members of the academic community travelling abroad on behalf of the university for scientific, educational or cooperation purposes;

• Organizing visits at UPT for representatives of foreign institutions of higher education;

• Cooperating with embassies, consulates and foreign lectureship represented in Romania;

• Cooperating with similar departments at municipal and county level;

• Organizing the university’s participation at fairs, forums and workshops of education;

• Promoting the international image of the university;

• Monitoring the international affiliations of the university.

Internationalisation is a challenge, an opportunity, and an essential condition for the development of the University.

Politehnica University Timișoara has over 400 bilateral Erasmus+ agreements and more than 100 framework cooperation agreements with universities from all over Europe, but also from Asia, North and South America. Every year, more than 100 students take part in a study or traineeship programme abroad, while over 100 students from partner institutions come to study or do a traineeship under the supervision of an UPT coordinator.

SPORTS, ACADEMIC AND SOCIAL LIFE

All incoming students have access free of charge to the sport facilities in the same conditions as regular UPT students. The university has 2 sports complexes:

Sport Complex 1 (fitness hall, football field, running track, covered mini-football fields) and Sport Complex 2 (indoor and outdoor swimming pools with sauna and fitness equipment; basketball and volleyball courts; football fields; bitumen and tartan tennis fields; multipurpose buildings).

The UPT Library is one of the most modern libraries in Central and Eastern Europe. The building was inaugurated in November 2014. It offers access to the documentary resources and modern services needed for education and research. Access to the library will be offered only after registration.

All incoming students can benefit from the buddy programme. The exchange students who submit the buddy request form will be put in contact with a local student to guide them around the city and campus, as well as to answer any questions they might have. Most local students who participate in this programme are former Erasmus students.

Established in 1920, shortly after the unification of Romania, by Royal Decree of King Ferdinand I, the Polytechnical Institute was immediately able to respond to the need for technical and scientific expertise in the aftermath of the First World War.

Politehnica University Timișoara (UPT) is one of the biggest and most well known technical universities from Central and Eastern Europe.

Over its 100 years of existence, the university has built a well deserved reputation for excellence based on the academic and research programs, the support given to students and the engagement in the socio-economic life of the region.

Politehnica University Timișoara enjoys a wide recognition, both at national and international levels. In 2009, UPT was awarded a certificate of high-confidence rating by the Romanian Agency for Quality Assurance in Higher Education. In 2011, Politehnica University Timișoara was classified as an institution for Higher Education and Advanced Scientific Research by the Romanian Ministry of Education, thus becoming the only

university in Western Romania categorized among the best 12 universities in our country. Moreover, the international evaluation carried out by the European University Association (EUA) concluded that “Politehnica University Timișoara is a high-performance university which enjoys a distinguished reputation within the surrounding society”.

Proof of the university’s engagement in the socio-economic life of the region are its numerous collaborations with the business industry, as well as the creation of a special Advisory Committee made up of prestigious personalities from the economic, cultural and academic environments.

The infrastructure of the university is impressive through its dimensions, complexity and its up-to-date services. Therefore, students and employees can enjoy accommodation (hostels and hotels), canteens, sport facilities (swimming pools, football and tennis courts, gym, etc.), a publishing house and a printing centre, technical and administrative services (e-learning centre, private television, etc.), as well as a student medical centre.

The Faculty of Architecture and Urban Planning is one of the youngest faculties of the Politehnica University Timișoara and has known a continuous development in the last 50 years, both concerning the educational offer but also the number of students and teaching staff members. The first computer designed and built in the Romanian academic environment, called MECIPT-1, has been

produced in our faculty, in 1959. The Department of Automation and Computer Science, part of the

The Faculty of Industrial Chemistry and Environmental Engineering has developed cooperation relations with several national and multinational companies and with public institutions from Western Romania.

The faculty cooperates with the following national and multinational companies: Aquatim, Azomures, Azur, Berg-Banat, Romaqua Group Borsec, C+C, Coca-Cola HBC Romania, Elba, Procter & Gamble Romania, Pro air Clean, Smithfield Prod, Ursus - SABMiller, Supremia Grup, Favisan, Guban, etc. The students have the opportunity to do internships in these companies, and some of them become successful employees.

Moreover, it collaborates with public institutions from Western Romania: City Halls, Autonomous Water and Sewerage Companies, Environmental Protection Agencies, Sanitary Veterinary and Food Safety Authorities, Consumer Protection Offices.

Faculty of Communication Sciences

Established in 2011, the Faculty of Communication Sciences coordinates three undergraduate study

programmes: Communication and Public Relations (on site learning and distance learning) and Translation and Interpreting (in English, French and German). The Faculty of Communication Sciences also coordinates two graduate study programmes: Communication,

Public Relations and Digital Media (set up in 2011) and Business Communication (set up in 2017).

The study programmes have a tradition of more than twenty-five years in the university.

Study programs

The Communication and Public Relations study programme has a main purpose to form specialists in the fields of communication and public relations.

The master’s degree in Business Communication was set up in 2018 to fulfil the requirements of the current business environment. The latest and most relevant knowledge in the fields of communication and economics as well as proficiency in the new communication technologies employed in the business environment are acquired interdisciplinarily and applied practically. Thus, the graduates will be specialised in the field of business communication, and at the same time,

master the economic vocabulary highly needed to efficiently solve real professional situations.

The Communication, Public Relations and Digital Media study program (associated with Electronic Engineering and Telecommunications) was introduced in 2011, in collaboration with the Faculty of Electronics and Telecommunications.

This is an interdisciplinary program which offers graduates advanced specialization in communication, public relations and digital media. It includes two sets of disciplines relating to two different areas, i.e. communication sciences and engineering sciences.

The Translation and Interpreting study program is meant to train translators and interpreters to perform translating in such fields as: science, technology, economy, administration, law, meeting national and international market requirements.

The Communication and Public Relations (distance learning) study programme has been created in 2014 in order to answer the needs of those who do not have the opportunity to attend a full-time degree, but have the desire to obtain a bachelor degree in this field.

The beginnings of electrotechnical higher education in Timișoara coincide with the establishment of the Polytechnic School on November 15, 1920, which began its activity with the training of engineers in the specializations Electromechanics (Mechanics and Electricity), respectively Mining and Metallurgy. The Centre for

Lifelong Learning

Established in 1998, the Centre for Lifelong Learning carried out training activities, preparing over 3000 people for the private and state economic environment, as well as for local and central public administration institutions. It is a specialized structure in Politehnica University designed to tackle the issue of lifelong learning.

Since 2012, the Centre for Lifelong Learning within Politehnica University Timișoara has been the integrator and administrator of lifelong education activities in the university. These activities are academic responsibilities of the faculties, as it is specified by UPT regulations.

Through local or international partnerships, based on direct or non-reimbursable (project-based) financing from companies, the Centre for Lifelong Learning has also increased its range of services to companies, from providing training programs to providing full services on Human Resources in different economic structures, such as Analysis of training needs, implementation of annual training plans, HR audit on the correlation of knowledge and skills with the actual tasks and job description, etc., or even knowledge transfer on the organization of a Lifelong Learning Centre in other universities.

The Centre for Lifelong Learning is a permanent partner of the Timis County Chambers of Commerce, Industry, and Agriculture, as well as many more companies, including Continental, Contitech, Nokia, SYSMEC ARAD, LEMAN INDUSTRIE, ELBA, etc.

Centre for e-Learning

Since its establishment, in 1998, as the Distance Education Centre, the eLearning Centre has been at the forefront of developing online and digital education in the University.

CeL initiates, promotes and manages distance education in the university, has created and manages the UPT Virtual Campus and advances research and development in digital education and engineering education. CeL was the first centre to introduce a digital education ecosystem in Romania by integrating eLearning and blended learning, mobile learning with open education and the use and creation of Open Educational Resources (OER), and UniCampus as the first Romanian MOOC (Massive Open Online Courses).

The UPT Virtual Campus is the core of educational digitisation, built as a single digital entry point for administration, academics and students, an open-source platform in use since 2000 as an in-house platform and based on Moodle since 2006. It includes the Academic management (LMS Learning Management System): interface for degree and curriculum management, for managing students, academics, exams, results, attendance, etc; Academic learning support (Course management and curation system):

online courses, online or electronic laboratory materials, podcasts, multimedia resources; Academic learning experience and communication with web 2.0 and social media tools (forum, blog, wiki, messaging, interactive resources, collaborative and external tools, etc).

The Career Counseling and Guidance Centre (CCOC) is a department within Politehnica University Timișoara (UPT) aiming to offer specialized support to students.

Sports Complex 2 includes:

Sport Complex 1 includes: fitness hall, football pitch, running track (tartan), covered mini-football fields.

Politehnica University Timișoara provides numerous sports facilities, offering probably the best choice in Central and Eastern Europe.

These facilities include: 3 sports units; 2 indoor halls fully equipped for ball games; 7 football fields, out of which 3 are outdoor standard for competitions and 2 are synthetic, indoor, balloon type football pitches; an indoor area with synthetic minigolf, handball and basketball grounds; a complex composed of 2 swimming pools (indoor and outdoor); fitness rooms and facilities for other sports. Politehnica Printing House (the production section of the publishing house) was founded in the 1970s, when the foundation of the Lithographs was laid, with the purpose of providing support to teachers and students by facilitating the access to information and printed form. Subsequently, the Lithographs becomes the Replication Centre, having the same aim of supporting the teaching process. In 2007, the Replication Centre enters its last stage of reinvention, becoming what is now the Politehnica Printing House.

Politehnica Publishing House was founded in 1996 with the purpose of contrib- uting to the prestige of the Politehnica University Timișoara, through publishing papers which were representative for the scientific and technical potential of the school. Politehnica Publishing House rose in the western part of Romania with a technical, scientific and didactic profile, providing its readers with high quality books.

The books of Politehnica Publishing House represent the proof of dedication and professionalism, thanks to the quality of the authors and the conscientiousness of the scientific referees. In an essay book (The Ashy Gold, Dacia Publishing, 1972), Mircea Malița – former Minister of Education, was not afraid to say that ”the best polytechnic of the country is in Timișoara”, and the Politehnica Timișoara was raised by the people who have animated this institution. The publishing house represented the binder that facilitated the connection between man and book, between the author and his work, respectively the literary work and the reader, giving substance a physical form.

The interactive centre ExperimentariumTM, based on Physics experiments, was created through the partnership between two prestigious universities: Politehnica University Timișoara and West University of Timișoara. The ExperimentariumTM laboratory is addressed to young people, pupils or students who wish to conduct the most diverse Physics experiments.

The purpose of ExperimetariumTM is to make science more visible, tangible and accessible through interactive methods that can be synthesized under the principle

“experience yourself”. The instruments and the devices available for the proposed experiments allow participants to become active explorers, increasing their confidence in their own capacity to understand the functioning of the Universe.

The activity in this centre promotes a culture of experimentation and cooperation, sparks the curiosity, increases the understanding and stimulates new ideas. Through the experiments the participants discover and understand some physics phenomena and their laws.

The ExperimentariumTM centre provides a great environment for socializing. The groups of teenagers have the opportunity to spend some time together sharing their common passion for scientific knowledge. The parents have the possibility to join their children in order to discover physics phenomena and discuss with them what they observed together. The laboratory is part of the continuous and ongoing education process.

The visitors are guided in the world of experiments by a number of tutors who are ready to offer explanations and help, if necessary.

ARUT

Romanian Alliance of Technical Universities

The Romanian Alliance of Technical Universities (ARUT) represents a collaboration platform for the most prestigious technical universities in the country, as well as a common, compelling voice always involved in the optimization of education and research policies.

ARUT actively participates in the responsible development of education and research policies. The entity was founded in June 2016 by Politehnica University of Bucharest, Politehnica University Timișoara, the Technical University of Cluj-Napoca, Gheorghe Asachi Technical University of Iasi and the Technical Civil Engineering University of Bucharest. Creating funding resources for educational and research projects and applying for funding from the European Social Fund are some of the activities carried out by the alliance.

The main goal is to synchronize universities’ research offers with the needs of the private environment. The ARUT universities are dedicated to finding technical solutions to the challenges faced by modern society.

ARUT contributes to the growth of Romania’s economic competitiveness by correlating the development of specialized human resources with the needs of the domains with the highest turnover growth as a result of intensified interactions between the economic and academic environments.

The union of the research effor ts of ARUT founding members results in the formation of the largest research concern at national level. It aims to match the research offer with the needs of the private sector.

Through its projects and actions, ARUT seeks to continuously improve the standards of the educational services provided by the member universities. Proficiency in science and engineering is a leitmotif of the Romanian Alliance of Technical Universities.

TeleU

Teleuniversitatea Timișoara

Teleuniversitatea Timișoara exists under the licence TV-C 852/27.11.2018, released by National Audiovisual Council of Romania (Consiliul Național al Audiovizualului). TeleU broadcasts programs on all cable operators (RCS&DDS, UPC/Vodafone, Telekom) 24 hours every day (two hours of TV production and 22 hours videotext). The TV production is transmitted from Monday to Friday in the time intervals 10-11 and 18-19, Saturday and Sunday 14-16.

TeleU aims to promote excellence in education, science, culture, entrepreneurship, business and sports in dedicated news, features, interviews and talk-shows. The main focus of TeleU programs is the academic community of Politehnica University. The TeleU team is composed by television professionals and volunteering students. Many former TeleU reporters, newscasters and anchors are now media professionals.
